SEQUENTIAL CERTIFICATE RISK FOR DECLARED RF CARRIERS
Release candidate 0.1, 9 November 2026

Recommended form: a technical addendum linked to Acquirable Predictive Models,
with a related-work cross-reference from Diagnosing While Repairing v0.2.5.
This is not a competing version of either manuscript. Neither was edited.

RELEASE STATUS
The eight-page PDF is compiled and visually checked. Independent AI proof and
hostile reviewers closed the requested repairs against the final source hash.
The exact-check outputs and sanitized package hashes are provided. This is
ready for central editorial/publication review as a modest technical addendum,
not a claim of human peer review or confirmed priority. No public upload occurred.

REPRODUCE FROM THIS DIRECTORY
Python 3.10 or later. The first two commands use only the standard library:

  python code/verify.py
  python code/verify_independent.py
  python code/check_horizons.py
  python code/check_examples.py

Expected: 47 exact certificates and 254 conditional nodes pass in verify.py;
five exact horizon-five certificates pass in the separate verifier; no
immediate-cap/full-HC violations through N=6. The 13 frontier supporting
duals are recomputed directly, in addition to checking endpoint agreement.
The episode-only certificate is intentionally not HC-feasible; its nonzero
HC violation count is expected, not a failed certificate.

For an independently implemented five-query proof check, horizon-depth
maxima, and independent reconstruction of the full conditional LP rows:

  python code/fresh_check.py

This command also runs the existing older-certificate checker, clearly labeled
as an inherited-checker rerun, and a floating LP cross-check. It requires scipy.
It checks 85 HC rows, 599 LP variables, and exact per-depth N5/N6 risk maxima.

Optional optimizer regeneration (requires scipy and sympy):

  python code/regenerate.py

This reconstructs only the five horizon-five certificates into a NEW
regenerated_certificates.json, leaving data/certificates.json unchanged.
The optimizer uses at most 120 column iterations per solve and checks an
elapsed batch bound of 300 seconds after completion. The bound is a diagnostic,
not a hard process timeout. Default scripts use no network, paid service or GPU.
Saved rational certificates for older frontier slices are verified, not newly
optimized, by the standard commands above. Tested optimizer environment:
Python 3.10, scipy 1.15.3 and sympy 1.14.0. Package versions are not a claim
about the latest available software.

To rebuild in a normally functioning TeX environment:

  pdflatex --disable-installer -no-shell-escape -interaction=nonstopmode -halt-on-error addendum.tex
  pdflatex --disable-installer -no-shell-escape -interaction=nonstopmode -halt-on-error addendum.tex

Bibliography is embedded; no BibTeX step is required. Inspect every rendered
page and check references, formulas, tables, glyphs and overflow before release.
No installation, permission change or missing-package network download is
authorized by these reproduction notes.

BOUNDARIES
The comparator is the raw current original-prior PPR core, not every confidence
sequence. The tailored gate requires real carrier contraction. All losses and
costs retain previously excluded states. HC conditions on public action/answer
history; seed-aware feasibility is separately checked for each shown component.
There is no physical validation, consciousness conclusion, external peer review,
priority certification or all-horizon result. Only central publication review
may approve release. No public site change or upload was made in this closeout.

PROPOSED CROSS-REFERENCE TEXT
Acquirable Predictive Models: "For a different, explicitly probabilistic
declared-carrier contract under known readout noise, the technical addendum
Sequential Certificate Risk for Declared RF Carriers gives first-exclusion
accounting, a finite conditional-risk formulation and exact small-model
benchmarks. It does not change this paper's exact-support admissibility rule."

Diagnosing While Repairing: "A related fixed-state RF-carrier addendum studies
certificate coverage under noisy tests. Its conditional-risk bounds and
risk/cost frontiers concern exclusion of a static state from declared
carriers, not this paper's origin-label errors or restoration obligations."
